The longtime rallying cry of a ``war on drugs'' to describe the effort to curtail illegal drug use in the United States has become ``misleading'' the White House drug policy director says. A more accurate comparison is to the fight against cancer -- ``Prevention coupled with treatment accompanied by research,'' Barry McCaffrey said in his final report on America's drug problem. 
``Although wars are expected to end, drug education -- like all schooling -- is a continuous process,'' the retired four-star general said in the report to be presented Thursday at the White House. ``The moment we believe ourselves victorious and drop our guard, drug abuse will resurface in the next generation. To reduce the demand for drugs, prevention must be ongoing,'' according to the report obtained Wednesday by The Associated Press. McCaffrey, who is stepping down Friday as director of the Office of National Drug Control Policy, was adding treatment as one of the goals of the National Drug Control Strategy. Treatment programs, he said, can ``reduce the consequences of addiction.'' Providing access to them for ``chronic drug abusers'' is ``compassionate public policy and a sound investment.'' Among the other elements of the drug control strategy: --Educating and enabling youth to reject illegal drugs as well as alcohol and tobacco. --Increasing Americans' safety by reducing drug-related crime and violence. --Shielding air, land and sea frontiers from the drug threat. --Breaking foreign and domestic drug sources of supply. ``Along with prevention and treatment, law enforcement is essential for reducing drug use,'' McCaffrey said. ``Illegal drug trafficking inflicts violence and corruption on our communities. Law enforcement is the first line of defense against such unacceptable activity.'' McCaffrey also is urging the Bush administration to continue successful anti-drug programs. He cites a 21 percent decline in drug use by teen-agers in the past two years as well as a 50 percent drop in overall drug use. Drug-related crimes and murders also have plummeted, he said. ``Drug abuse and its consequences can be reduced,'' he said. ``By historical standards, present rates of drug use are relatively low. With the concerted effort outlined in the National Drug Control Strategy and this report, we can lower them further.'' McCaffrey also plans to name Las Vegas and Jacksonville, Fla., as areas where drug manufacturing and sales flourish and where federal, state and local law enforcement agencies cooperate. what's really scary
What's really scary about this little propoganda piece is not that Mr McCaffrey lied. We know that he's a liar, and there's not much that can be done about that -- but one liar is not enough to convince the general public that patently false statements are "facts." No, what's scary is that not one major news organization has stepped up to imply that Mr McCaffrey's statistics are anything but the gospel truth. "A 21 percent decline in drug use by teen-agers" and "a 50 percent drop in overall drug use"? I wouldn't insult Mr McCaffrey's intelligence by asking him for the source of those statistics. I know the source: they were made up. I recommend writing to every news organization which is shameless enough to reprint the statistic of "a 50 percent drop in overall drug use" and asking them what on earth that could mean and why they would print it as if it were true. We need to shame them into telling the truth.

Law enforcement is the first line of defense against such unacceptable activity.''Ummm, am I missing something, or wouldn't legalizing drug trafficking be a much better line of defense against the violence and corruption associated with drug trafficking? Why is this so difficult for the antis to understand?

Unfortunately, (some) people believe him.
I saw this girl on the TV show "Power of Attorney" who was suing a kid because she ate a bit of a cookie "laced with marijuana". Testimony showed she bit off a piece "the size of a dime". She testified that after an hour, the characters in the movie were "right in front of her", she "felt weird, started shivering, hid in the corner" and had to be rushed to the hospital on a girnie (sp?). She said it lasted until five in the morning. She mentioned that she often spoke to kids of the danger of doing drugs. Gosh, I wonder where her information ultimately came from? McFuror with cheese and his fellow militant power-whores. I think she had a bad dose of propaganda-inspired, placebo-initiated anxiety. If she only knew some real facts about our loveable, hugable, edible and incredible cannabis. Damn you, McCaffrey. You should light one up, while you're burning in Hell.Nifty...

He has been a proven liar. He said that the "drug war" effort has been focused on treatment and prevention, all the while two-thirds or more of that budget has gone to interdiction and enforcement.He has approved of subverting the minds of the American people. Actions such as the payola propaganda scandal and other attempts to control peoples thoughts in the name of his "holy" war.He has looked like a child. He whined over how he was treated on the internet. He called Gary Johnson "Puff-Daddy" Johnson because Mr. Johnson had a strong, resonant voice for drug-policy reform.He has insisted upon, and enacted an American foreign policy in Colombia that will further harm the people of Colombia, and most likely drag our country into another Vietnam-like quagmire that might very well lead to the loss of (more) American lives.He is to step down this Friday (note: thank whatever power that be for that) and I find it interesting that it is the same day that "Traffic" comes out in wide-release, with a story about how truly ineffectual the man and his agenda is.It is another point of coincidence, perhaps, that recently America has entered into an agreement that allows anyone to file a war-criminal grievance with an international court.I hereby nominate Barry R. McCaffrey for such an indictment. I truly believe that he is a war criminal, though he doesn't seem to like classifying his idealistic crusade as a "war." He is not the only American official responsible for these heinous activities directed at their own people, but he should be made accountable by his own admission of being in charge of the War on (some) Drugs over these last years.Mr. McCaffrey, I think you should go back in time to the Gulf War and step on a landmine.

 This deluded czar sounds more like the fuher every time he speaks.His mandates,and propaganda campaign have been a main factor in the treasonesque damage done to the constitution.I can see no reason why the term "war criminal",would not apply to this pompous bastard. He compares drugs to a cancer,,,he has been the ebola virus infecting the Constitution,and all that is American.
