Davis and Ed O'Keefe Source: Washington Post Washington, D.C. -- An emerging deal to keep the federal government funded into next year would block the D.C. government from allowing legal sales of marijuana in the nation’s capital, according to multiple congressional aides with knowledge of the negotiations.The spending package remains fluid, and aides warned that details could still change. But asked about the possible curb on D.C.’s marijuana initiative, Senate Majority Leader Harry M. Reid (D-Nev.) conceded that it may be difficult to remove such language from the final bill. “The District of Columbia should do what they want to do,” Reid said, adding that he opposes limits on the ballot measure passed last month by almost seven in 10 D.C. voters.If the tentative deal holds, it would represent a slightly better outcome than aides had floated late Monday, in which the spending deal would prohibit entirely the implementation of Initiative 71, which legalizes marijuana in D.C.The congressional interference, however, could create a level of chaos in the District. Possession of up to 2 ounces and home cultivation of up to three mature marijuana plants could be made legal under the letter of the initiative.However, the D.C. Council and mayor would be prohibited from spending any further city resources to develop and implement a regulatory scheme to allow for legal sale and taxation of pot.The constraints will also put Mayor-elect Muriel E. Bowser in a bind. After I gave my rebuttal in a federal court, Judge Panner sighted, and I quote, " The law has become too convuluted to rule on. I think we have bothered Mr. Sisson with this long enough. You are free to go, Mr. Sisson". The same here is true, I think. The law is too convuluted. To over enforce a bad law is maybe the best way to get rid of it?
