Cuomo Kills Buzz Over Medical Pot

New York -- New York Gov. Andrew Cuomo Monday said it was unlikely that Albany would take up the issue of medical marijuana this year, saying the risks of legalizing the drug for pain-relieving purposes need to be studied more carefully. Mr. Cuomo weighed in on the issue a day after The Wall Street Journal reported that lawmakers in both houses were drafting a medical marijuana bill in a new push to get New York to join 16 other states that have enacted laws allowing people with serious illnesses to buy and possess small amounts of the drug.
But Mr. Cuomo threw some cold water on their efforts. "I understand the benefits. But there are also risks, and I think the risks outweigh the benefits at this point," he told reporters in Utica, where he delivered a speech promoting the state's newly adopted budget. The governor said there was increasing talk about medical marijuana in Albany lately, but he doubted that legislation could make it onto the Capitol agenda this year. The Legislature is in session until late June. "I don't believe there is going to be time," Mr. Cuomo said. But lawmakers behind the new push said it is possible to pass a bill this year. "We've done much more complicated legislation in much less time," said Richard Gottfried, a Democratic assemblyman from Manhattan who is chairman of the Health Committee and is expected to introduce a new bill in coming weeks. "I think he would find that it's something we could easily get done this year." Mr. Cuomo, a Democrat, has said before that he believes the risk of medical marijuana is greater than its benefit, most notably on the campaign trail in 2010. But last year, Mr. Cuomo said he was reviewing his position. Advocates for medical marijuana say they are planning for a long-term strategy with an eye toward passage next year, either as a stand-alone bill or woven into budget legislation. The Drug Policy Alliance, a national group that advocates for less punitive drug laws, is gearing up for a more aggressive campaign, said Gabriel Sayegh, who leads the group's New York operation. "It's talking and meeting with stakeholders, especially patients and medical groups," he said.
