The new guidelines specify that state qualified patients may possess up to six ounces of medical cannabis (or more if authorized by their physician) and/or 16 plants (four mature, 12 immature) in accordance with state law. To qualify under the law, patients must be registered with the state Department of Health and be must diagnosed by a physician to be suffering from one of the following medical conditions: cancer, glaucoma, multiple sclerosis, epilepsy, spinal cord damage, or HIV/AIDS. Any patient in hospice care may also qualify to use medicinal marijuana under state law.Additional qualifying conditions, including nerve pain, Hepatitis C, and post-traumatic stress syndrome, are awaiting final approval by Department of Health.State regulations also authorize non-profit facilities to apply with the state to produce and dispense medical cannabis. State licensed producers may grow up to 95 mature plants at one time. The guidelines stipulate, "The non-profit will sell medical cannabis at a consistent unit price and without volume discounts." They talked about money being paid in taxes in the hundreds of thousands of dollars. I thought how could anyone need to pay such a high tax if the prices were reasonable. I know the answer is it's illegal but it still seems like overkill to me. If a product like marijuana sells for a reasonable amount of money less people would be paying what I consider a lot of money for what looks like a little bowl full of cannabis. How can people afford to pay rent, pay utilites, buy food and pay so much money for so little cannabis. The plants were nice looking but nothing out of the ordinary. PS: I'm really not a boss type. The numbers look good there and we expect a win in the senate.The assembly subcommittee will meanwhile have to make their version of the bill match the senate's. The main difference is that the senate added an amendment to allow the setup of "medical marijuana alternative treatment center" cooperatives to handle the medical marijuana.Then the assembly will have to vote on it. I don't know the likelihood of it passing the assembly at this time. I expect it is about the same as the senate. We're spending our time trying to talk to members who have problems with the concept ( see the editorial referenced earlier in this thread that Assemblywoman Agelini wrote!)If it passes both houses, our governor has said he will sign it.My concerns are that it is an election year for the assembly, so that might make it more political. Governor Corzine is also up for reelection. If the bill doesn't make it to his desk this year, it's possible a new governor less friendly to this bill could be in office. I'm particularly fascinated with the theory that certain diseases may be linked to a deficiency in the endocannabiod system. For instance, migraines have been linked to a decrease in endocannabinoid production. Fibromyalgia has also been theorized to be the result of an EC deficiency. Very, very interesting. Others have theorized that the body somehow acts out repressed emotions that the patients are unwilling to reveal in psychoanalysis.If the endocannabinoid system regulates emotional and physical homeostasis together, then it becomes a simple and obvious matter to explain the observed linkage between emotional and physical distress.It might be cool to blog about that.
