Governor Approves Medical Marijuana Rules

Gov. Ben Cayetano has approved rules governing the possession and use of marijuana for medical purposes. They take effect next week Thursday. Under a law passed earlier this year, doctors can get a registration certificate for their patient to use marijuana to ease pain caused by debilitating diseases such as cancer and AIDS. The fee is $25. 
Ted Sakai, director of the Department of Public Safety, announced the rules Tuesday, allowing certified patients to possess up to three ounces of marijuana and to grow up to seven plants -- three mature and four immature Otherwise, the cultivation or possession of marijuana remains illegal under state law. It remains illegal even for medical purposes under federal law, but Sakai said the state is seeking to resolve the conflict with the federal government. Medical marijuana is now legal in nine states, although the U.S. Supreme Court agreed last month review the conflict between the state and federal laws. The medical marijuana law left it up to the Department of Public Safety to come up with rules to administer the use of the otherwise illegal drug. ``The program is designed to alleviate suffering in the community and get some experience and make it work properly,'' Sakai said. yes u can get one for stress, go figure, you can get a medical recomendation in california for just about anything, i have one for anxiety, ADD, insomnia and stomach problems......but you can get them for alcoholism even....go figure,   hey Doc, im a drunk, gimme some pot too! if u can convince the doctor that marijuana helps you more than the conventional drug for the problem then you can get it (as long as the doctor is willing to give recomendations) if you think you have a reason and live in california, read this......  -----Posting----well just to let you know, its only a doctors "recomendation" because of thefact that its agaist state and federal law and prop 215 only covers statelaw,luckly enough your in southern california because theres no clubs to buyfrom in central cali,  David Bearman M.D. 1821 Santa Monica, Ca 90403  (310) 998-8283Call and say this, "I would like to make an appointment for a recomendation on a wendsday or afriday"....those are the magical words99% of the time fridays are booked solid, but for the most part, you cancall up on a tuesday and make it in THAT wendsday,this will give you a doctors recomendation to smoke/grow pot in californiain the privacy of your own home....How much cannabis can you have?sence there are no state guidelines, the amount varies from the fatherliberal oakland, santa cruz and calaveras county, to the draconiansacramento, with there "arrest anyone and let the courts decide" is officialpolice policy. one of the calaveras county task force guidelines was on howmuch marijuana a seriously ill patient can posses or cultivate per year areamongst the most liberal. 1) at a primary residence or the place of cultivation of the patient orprimary caregriver, or transported directly between those 2 places -- 60plants and 4 pounds, NOTE: this is genrally more than most jurisdictionswill allow before aresting someone for intent to sell. A conservativestandard would be 4 plants and a couple ounces... 2) at a transient hotel, motel, trailer, or rented campsite -- 2 ounces 3) in a vehicle operated on a public highway -- 1/4 to 3/4 of an ounce..(had a friend busted w/ recomendation and 4oz seperatly packaged in his car,he got off w/ a $250 fine and a night in jail or somethin.. 4) at a public place or event, or a private place open for publicattendance -- 2 grams (under an 1/8th) 5) at a school, event or gathering intended for juveniles or is attendedmostly by juveniles -- *NONE*this is just one set of guidelines, other jurisditions vary, oakland saysyou can have 2lbs, the Feds provide seven lbs per year to eight independentnew drug patients try not to have any scales or baggies anywhere outside being hidden in thekitchen drawers.. (even in the kitchen they will bust ya for digitalssometimes if they can turn a legal thing into sales)here are a couple clubs off of my list that are in southern californiaSan Diego CAMC (619) 688-9510 (Could be closed down)Santa Monica Patients Society (310) 453 2700havent visited either of those, most of the clubs are up north, the onlyclubs ive visited was a caregiver in fresno for the CBC (cannabis buyersclub) andSanta Cruz Med Ex (831) 425-3444 (they had some GOOOOOOOOOD hash oil, pricesare kinda steep here tho)here are a few listed reasons for a medical recomendationalcoholism, anxiety, migranes, sleep and relaxation problems, stress,appetite dysfunctions, back pain, (and depression is suppose to be one, iused that reason too, but it didnt seem to go over well so i wouldnt use it)   --Genesis 1:29        "For i have given you every herb      bearing seed, which is upon the face      of all the earth, and every tree, in      which is the fruit of a tree yeilding      seed; to you it shall be food"  im agnostic, but i cant get over the fact that i can shove it in the faceof those damn god-lovers that seem to find stuff like ritalin and prozac andother drugs ok but not a harmless herbal like marijuana....... Cuz I just about asked a stupid question. . . =)It is nice to see that a governor (any governor =)is finally ready to pass laws that should supercede federal law. . . but we're going to throw out the 10th amendment under interstate commerce or something. . .Can't wait for the more conservative landlocked states to follow. . .Can you get a MMJ card for stress relief? =)

Hi Dan,I'm getting ready to call it a day. We have nice fluffy snow and it's really pretty. I'll take my puppy we named Kaptin for a walk before I put another log on the fire and visit the land of nod. Please add your link or links in each post you make if you want. If you want a web page I make them for friends and don't charge money or anything because I just like helping people I like. I can't do fancy things but I can do a basic page. When the news is slow it is fun for me to do. I usually have time after the holidays so let me know. Don't ever feel foolish. The newspaper should feel foolish for forgetting the state and they since then have released another article with Hawaii in it. I know Hawaii's where I would want to go for a vacation. My husband said that would be nice but he doesn't want to fly anymore (two tours in Vietnam )and I said well let's just drive and he laughed! Take care, Peace, FoM!

Okay, Big mistake. I didn't realize that it was about Hawaii, although I was suspicious when I didn't recognize the governor of "California's" name. I should have checked first. Well by golly it didn't mention the state dddd! It's Hawaii. The first state and as of now only state where the Governor signed the bill into law. What are they going to do with these wonderful rebel Governors! I love it!Peace, FoM!

 The article fails to mention what state.I am a resident of California,and I believe our governor is Gray Davis.I am assuming the article is referring to Hawaii.If I didnt live here,I would have made the same assumption,so dont feel bad Dan...........dddd

This is good news.
It looks like the most populous (and therefore the most politically important) state in the country is thumbing its nose at the federal government's war on drugs, and it has been a long time coming. We will see the end of the war on drugs soon. Bush may even surprise us; he's already said that medical marijuana is a states' rights issue, not a federal one.This makes me very optimistic.Dan B
