A handful of themes are emerging out of the dozens of ballot questions that could be going before voters this fall: Animal Rights A ballot initiative in Oklahoma would ban cockfighting while in Massachusetts activists are seeking to outlaw greyhound dog racing. Questions in Oregon and Washington would ban the use of some traps and poisons. Drug Laws A series of initiatives seek to ease local drug laws. A question in Colorado would legalize the medical use of marijuana. 
A California question would mandate drug treatment for offenders. Initiatives in Massachusetts, Oregon and Utah would revamp drug forfeiture laws. Schools Questions in California and Michigan would mandate school vouchers. A Washington ballot question would allow for the creation of public ''charter schools.'' A Colorado question would ban bilingual education. Health Care A Massachusetts initiative would mandate universal health care and bar the sale of nonprofit hospitals to for-profit companies. Arizona, Arkansas and Montana are weighing questions that would set aside tobacco settlement money for health programs. A question in Maine would legalize doctor-assisted suicide. Taxes Taxes are a perennial ballot question favorite. An Arizona initiative would abolish the state income tax. A Colorado question would reduce all taxes by $25. In South Dakota voters could be asked to abolish the state inheritance tax. Massachusetts initiatives would roll back the state income tax to 5 percent and give commuters tax credits for money spent on tolls.
