YANGON, More heroin produced in Myanmar and elsewhere in Southeast Asia is heading for Australia, the South Pacific and Canada than to the United States, a senior Interpol official said on Wednesday. 
"Southeast Asian heroin...used to make up a major percentage of the heroin reaching the United States. (This) has diminished significantly and been replaced by heroin coming out of South America and Mexico," said Paul Higdon, director of Interpol's Criminal Intelligence Directorate. "The majority...coming out of here is going to the South Pacific, Australia and some to Canada," he told reporters on the sidelines of a controversial international conference on heroin organised by Interpol. Asian drug enforcement officials were focusing on these newer trafficking routes, he said, without giving data on quantities moved. "That's certainly putting Australia on guard. They have to know who the enemy is and coming to a conference like this helps," Higdon said. Some conference delegates estimate that less than 10 percent of the heroin produced in laboratories in Myanmar and the poppy growing Golden Triangle, which straddles the borders of Myanmar, Thailand and Laos, now makes it to the United States. In the past, drug officials had said up to 70 percent of Golden Triangle heroin found its way to the U.S. market. The United States and most European countries declined to attend the Interpol conference because it is being held in military-ruled Myanmar, a major world heroin producer. But 65 delegates from 28 countries, including Australia, Japan, New Zealand, Switzerland, countries of the Association of South East Asian Nations, Austria and U.N. agencies, are attending the closed-door meeting. Some delegates said the U.S. and European countries had been missed because they were the biggest heroin consumers. "The conference lacks a little solidarity when you don't have everyone here," said Higdon. "We talk about international problems and when the whole international community joins together to address it we feel that more is accomplished." Vital information and data that could be shared by the Americans and Europeans had been sorely missed. "They are the biggest consumer markets and we could have gained from their expertise and data," said one delegate. The United States and the Europeans said they feared Myanmar would use the meeting to give a false impression of its drug suppression efforts. Absentees also linked their refusal to attend to Myanmar's poor human rights record. Yangon's military rulers curb the activities of a vibrant opposition led by Nobel laureate Aung San Suu Kyi and hold many political prisoners. Higdon commended Myanmar's drug suppression efforts, despite international criticism of its handling of the problem. "There has been a great deal of seizing of essential chemicals and increased activities in (heroin) laboratories destructions." Opponents of Myanmar's generals have accused them of links to the drug trade and pointed to the government's protection of well-known heroin traffickers like Khun Sa and Lo Hsing-han. Khun Sa is believed to live in Yangon under government protection and Lo to be involved in business in Myanmar. Myanmar says keeping Khun Sa out of the drug business has helped curb the flow opium and heroin flow from Shan State in the northeast of the country. Higdon said the meeting had discussed Khun Sa. "They (Myanmar) had to do something with insurgency...and sometimes you have to make a pact with the devils. That's the way things are accomplished."

We work on: (i) Inhancing Literacy and Eliminating Narcotics from the globe.  We had begun our project in small two units: Peshawar and Swat of NWFP Pakistan.  Practically we got hundreds of narcotics addicted treated and re-enabled to work rather than involve in social evils (smoking heroin or hasheesh) and combindly worked with the govt to get the drug maphia through our valuable proposals in every meeting. 	During our recent meeting held specially to negotiate with various govts secretly to arrest all the international drug maphia and then ordinary ones through interpol in order to eradicate narcotics throughout the world under the following proposals:  1: Direct link between the US Govt (SIC /Interpol) and our NGO "SCEWA" is          essential to root out couple by couple all the narcotics transaction holders (Drug     Maphia) of the USA & Pakistan.  2: Our members will make survey and collect information of every unit wherever the    Pak drug maphia/dealers are existing who spread the distructive narcotics to the     world and will consult the notorious and secret dealers (who sell in Pakistan) to     make dealing 	and suppose to be their carriers on cheaper remuneration on the     smugglers' descretion and will collect the name, mobile number and address of     the US narcotics dealers.  We will pre-inform you about the US drug maphia     probably through internet so that you may make your CIA/detectiv copes alert in     the concerned territory.  3: We shall train our active and fit members to play the role of carriers under the     observation, supervision and responsibility of Pak and US govts (Intilligence     Bureau). Here the our member (carrier) will handover the parcel (heroin) to the     Intelligence Bureau of Pak govt and will receive special seat in the flight. When     the carrier reaches the US airport, the parcel will be handed over to the carrier at     the airport.  The carrier will leave the airport and will call the receiver (Drug     Dealers) to decide where to hand over the herion to them. The US Police/CIA     without uniform will chase the concerned drug maphia and to arrest them after     the carrier takes departure from the dealers.  4:  Our NGO members (as a carrier) must be rendered certificate and cash awards     at the spot by the US govt so that they might be encouraged to work boldly.  5:  The US govt will have to render Certificate Awards to our SCEWA exectives and     donate handsome fund 	to let the NGO sustain and use the fund to make survey     and collect secret information regarding smuggling narcotics from Pakistan to the     world (particularly to the USA)Progress: Through NGO we, the executives, have worked directly to get the addicted guys treated and then with the local govts to get the sumugglers arrested through various proposals. However, one of our members (Mr Ibadur Rahman) has succeeded in few such cases as mentioned above. He worked for Germany (Monsta Gravin) interpol where 6 kg white heroin was delivered to the drug dealers and five of them were arrested at the spot in Oct., 2000. Later he made contacted with your agent Col Sajid Nawaz and dramatically got a lady (Jud mamth doodu) arrested along with 10 kg heroin cost Rs 10 crore at Islamabad by SIC in Dec, 2000 who has profound dealing with European states.	But the said agent of the USA has not encouraged him financially so far so that he might continue his duty of social work, though he had spent a lot of money from his own pocket in this regard	If your US Govt is really interested and serious in eradicating narcotics, soon reply to our NGO, so that we may commence the project from you country.We will be anxiously looking forward to your positive response in this regard.
