Imagine our surprise to see the 5-pound, three-ring binder from Barry R. McCaffrey that arrived unsolicited in the newsroom last week. It's entitled, "Human Rights, the Rule of Law and Drug Policy," and it has speeches, policy statements, letters and such that the retired four-star general produced favoring human rights while head of the Southern Command in Panama from 1994 to 1996 and now as head of the Office of National Drug Control Policy (ONDCP).
Well let's see. Might this have something to do with a sharply negative piece just out in the New Yorker by reporter Seymour Hersh that accuses McCaffrey of unnecessarily blasting retreating Iraqi troops during the Persian Gulf War?Sure looks like a preemptive strike. But why the drug focus? Because, as Dave Shull, ONDCP's human rights officer, said, "when Hersh started interviewing" for the article, it appeared the piece would focus on human rights violations in the drug war, especially in Latin America, and that McCaffrey, by implication, would be tied to wrongdoing.That would "undermine the credibility of the policy," Shull said. "One article like this could impact on policy considerations for years to come," he said, so papers were gathered, copied and three-hole punched. But when it was learned that Hersh, whose article appeared Monday, was focusing instead on McCaffrey's actions in the Gulf War, a short section was added including the rules of engagement for his 24th Mechanized Infantry Division's "Attack Plan."Only about eight or nine copies went to "key reporters who do Latin America and drug policy," Shull said, and the remaining 30 copies went to folks in the human rights community.Anyone who wants to review "Examples of Human Rights Outreach" by McCaffrey from 1994 to '96, in English and some in Spanish, might want to call for a copy. Hey there dddd! I'm glad you like it! I think this is a very interesting story on McCaffrey. Just reading the articles makes me recall what I remember when I was watching the Gulf War on the news when it was happening. I remember thinking why did they kill all those retreating men? Of course no connection until maybe now. I wonder how many other people are having their brains jarred with questions too. I bet lots of people! I'm glad you like the upgrade.
