Ogilvy Faces Anti-Drug Challenge in Senate

Washington, D.C. -- Ogilvy & Mather's contract for the White House's anti-drug media campaign would be terminated and the Partnership for a Drug-Free America given an equal say in formulating ad strategy, according to language in a draft Senate bill reauthorizing the $150 million effort. That bill is expected to be introduced this week.The measure, to be sponsored by Senators Joseph Biden (D-Del.); Charles Grassley (R-Iowa); and Orrin Hatch (R-Utah), calls for terminating Ogilvy's contract within 90 days of the bill's passage or exercising an option not to renew the contract.
WPP Group's Ogilvy in New York was awarded a one-year contract with four renewal options in July 2002 after the White House Office of National Drug Control Policy put the account in review following questions over Ogilvy's billing practices. Ogilvy paid $1.8 million to settle civil charges.The draft reads, in part: "A corporation, partnership or individual shall not be considered a bidder for the contract if within the previous 10 year period...settled any federal, civil or potential proceeding instituted by the United States." If passed by Congress, the bill would for the first time give the Partnership for a Drug-Free America equal control over the campaign's strategy. The Partnership coordinates pro-bono creative on the account from a roster of about 40 agencies. "In general, the Director in consultation with the Partnership shall determine overall purposes and strategy of the campaign," the language says.The Senate's reauthorization bill also calls for a one-year General Accounting Office audit to assess campaign strategy and the coordination of effort between the Partnership and ONDCP. The bill must be reconciled with a separate version passed by the House earlier this year.                "The     Partnership For A Drug Free America!                            One Sponsor At a Time If Need Be!    8/25/03  It seems we sent a NY supporter     into the Partnership For A Drug Free America Office in NY At The     Chrysler Building in NYC On A Little Recon Mission today, Seems like     little old small town Saint Petersburg, Florida is no longer good enough     for them to be located in,  & Here is their report of what they     found when they went to their office.    Its In the Chrysler Building, the nicest building in     NYC. And their office is real nice.  But they had NO pamphlets or     anything on teaching kids to say no, Just their advertising and annual report. Where     the hell are the Millions of dollars they get every year? They did not     have even 1 piece to hand out to anyone concerned about keeping someone     away from drugs!  Why is that? They are supposedly against drugs? That's OK. It's really easy to miss stuff when it's busy. I only brought it to your attention so you and others might see it if it was missed. It really wasn't anything important what they said. Kucinich said the most and I am surprised at Reverend Sharpton's answer. He's a smart man and knows more then he lets on I think. I watched him when he was a guest with Chris Matthews and he was good. He held my interest for the whole program.

In an AP article in my newspaper about the Democrats putting Dean under fire for his confederate flag remark, there is something more interesting embedded in the story. This came up during a debate on CNN, they asked whether the candidates had ever used marijuana -- Edwards, Dean, and Kerry said yes; Kucinich, Sharpton, Lieberman and Clark said no; and Braun had no comment. Think about how ridiculous this is:
Of 8 *PRESIDENTIAL* candidates, *3* have used marijuana and 1 had no comment. So around 40% of the candidates have admitted using marijuana and yet I have heard no large calls for legalization. How did they make it this far? Shouldnt their lives have been ruined by the Demon Weed? What hypocrisy! Dean and Kerry, the "former drug users," are leading in the polls. They should be embarassed if they are elected and maintain the status quo. Of course, it was the same with Clinton and he had no qualms about it. It's things like that this that show the futility and the lies embedded in this war and really get under my skin.
