| Legislature Gives Final Approval To Historic Bills |

Colorado -- The Colorado legislature made history on Wednesday, becoming the first state legislature in the country to pass laws regulating recreational marijuana sales and use. Wednesday morning, the state Senate approved two measures on taxes for marijuana and on rules for marijuana stores. The House later agreed with changes made in the Senate and sent the bills to Gov. John Hickenlooper, who is expected to sign them.The votes came six months and two days after Colorado voters approved Amendment 64, which legalized limited marijuana possession and sales for those 21 and older and launched the regulatory effort that led to the bills. Marijuana Advocates State Sen. Mark Scheffe hailed the legislature's votes as momentous. "The passage of these bills marks a major milestone toward the creation of the world's first legal, regulated, and taxed marijuana market for adults," said Christian Sederberg, one of Amendment 64's authors. Several lawmakers, though, reacted to the votes with greater trepidation. Sen. Mark Scheffel, R-Parker, said he has reservations about a system of more open and legal access to marijuana — especially about what it will mean for kids — but felt compelled to support the bills. "This is a true game-changer for our state," Scheffel said. "And so I think it is important that we do our best to implement the right regulatory environment and fund it." Rep. Bob Gardner, R-Colorado Springs, expressed the same sentiment when speaking about the bill regulating marijuana stores, House Bill 1317. "We do need to do something," Gardner said. "And that something is House Bill 1317." | I was quite pleased to see that article. We've been trying to tell people that for many years now. I've personally seen it happen. It can work. If the hard drug addict wants to quit, good cannabis can help like a miracle. It' like, if the cannabis effect was a human, it puts an arm around their shoulders and walks them right out of the addiction zone. Freeing them. I saw cannabis beat heroin. It helps to have milk and lots of candy available, too. The milk for comfort and nutrition and sugar because addicts seemed to need sugar. My friend lived through the withdrawals (what a weekend) with using as much as they felt they needed of those three things and trying to sleep. Actually milk and sugar are sleep inducing. Having someone near that cares about them, to help them if they need it, helps, too. It worked. My friend was a true junkie, had been for a long time. I know it still tempted them later but they fought and won. For years their shooting up veins would stand up at the mere thought of heroin it sounded so good to them. It was a terrible struggle that I wouldn't wish on anyone. Don't pick up a heroin habit. She's a very harsh mistress when she doesn't love you anymore. But cannabis did help them escape from something that was proving to be near deadly for them already and certainly would be deadly for them if they kept it up. They are alive and well today, thirty five years or so later. They have to be up for the cure though. Not just hanging on to the cannabis as a life preserver to float them to their next fix.
