  Colorado MJ Legalization Meets for First Time

cannabis Colorado -- The group charged with creating regulations for Colorado's first-in-the-nation recreational marijuana industry will hold its first meeting Monday.

The Amendment 64 Implementation Task Force — a group of 24 people ranging from lawmakers and state officials to marijuana activists to lobbyists — will meet at noon Monday in a large conference room at the Department of Revenue's offices at 17301 W. Colfax Ave, Suite 135, in Golden. The meeting is open to the public.

The meeting is largely for orientation purposes. On the agenda are items such as "welcome and introductions," "objectives, expectations and guidelines," and "issue identification."

Gov. John Hickenlooper created the task force to do the heavy lifting on needed regulations for the recreational marijuana industry created by Amendment 64, which legalized limited possession and sales of marijuana in Colorado. The amendment requires the state to begin issuing licenses for recreational marijuana stores by Jan. 1, 2014, meaning the legislative session starting next month is the only chance lawmakers will have to write rules for the stores before they begin opening.

Hickenlooper said he intends the task force to study the issue and create the framework that lawmakers will build upon in writing the rules. But he also charged the task force with looking at other issues related to marijuana — including such things as rules for growing industrial hemp, which Amendment 64 also legalized, laws related to driving while high, education about the health impacts of marijuana use and the conflict Amendment 64 creates between state and federal law.
