cannabis Lawrence, KS -- The Lawrence City Commission is considering an ordinance to keep first-time marijuana offenders from having a state conviction on their record.

The proposal would send initial marijuana possession offenses to municipal court instead of state court, a change aimed to keep college students from losing federal financial aid. A drug conviction in state or federal court -- but not municipal court -- disqualifies students from receiving federal aid.

"If you want people to stop getting stoned all the time, you don't take their aid away and tell them they can't go to college," said Lawrence Mayor Boog Highberger. "That doesn't fit well to me."

The proposal, which is up for a vote next month, wouldn't legalize marijuana but would increase the first-time offender fine to as high as $300.

Prosecutors and police seem to approve of the switch. Police Sgt. Dan Ward said it would keep officers from spending hours on paperwork and court hearings. Douglas County District Attorney Charles Branson said the change would make better use of limited court resources.

Laura Green, director of the Drug Policy Forum of Kansas, said the revised statutes could motivate those who need treatment to seek it.

"The purpose of the ordinance is to get people help if they need it -- not to just zap their wallets," Green said. "We want a healthy community, and those who have an unhealthy problem -- this is one way for them to be exposed to treatment."

Not everyone is a fan, though.

"Breaking the law is breaking the law," said 19-year-old University of Kansas student Kevin Corcoran, "no matter how silly I think the law is."

City commissioners say they have been grappling with the issue. They don't want residents to think they are being soft on crime.

There is precedent, though.

Other cities in Kansas, including Overland Park and Manhattan, already have ordinances sending first-time, small-amount marijuana possession cases to municipal court. And laws in 12 states have decriminalized possession of small amounts of pot.

Since the Higher Education Act went into effect in 2000, at least 180,000 students nationwide have lost their eligibility for federal aid because of a drug conviction.

Note: Lawrence wants students to retain financial aid.

Thank you for saying so many nice things about our music. You said once that you have never tried to write a song. Well let me tell you it ain't easy. It is a gift to be able to do so and to write a good song is a blessing. The original songs here were written by museman and produced by museman and I've always liked his music very much. Playing the drums is really such a small part of the process but I'm happy I got to be a part of it. I've written a few songs. Just enuff to be able to really apreciate when it is well done. My favorite has alway been "Walking On The Earth". I like my drum track on this one as well. This song should [is] be a classic. Thanks for your kindness.

I didn't play drums on "Anderson's Utter Balm" that was a joke. A fake ad we produced for a few giggles. I did play drums on the other 7-Thunders songs though. Hope you enjoy. We had fun doing it.

I wonder if this is a calm before a storm because I can't find any news to post. I expect something might happen concerning the Kubbys in the near future but for now nothing. Canada will be having their elections and from what I have read it looks like Conservatives will take power. That's not good.

This is the name of one the bands on Museman's music website. I was in this band for about five years. We played local gigs alot. What we thought us as enlightenment music. Entertainment also and included of course. You can check us out on his website. Have fun.

Any person that sees the value of Neil Young is my kind of person. Heart of Gold will be a really good movie I think. Neil Young is hard headed but it's his life and by staying thru to himself he has touched many people's lives in so many different ways. When we saw him in 03 in June for the first time and he did his Greendale play/concert he sang about war and not wanting war and about the Patriot Act and it made me feel that someone else was as confused and concerned as I was. Now many people are concerned but early on people weren't sure how they felt.

Neil Young is one of my musical role models. He is one of the few icons from the sixties that seemed to maintain his integrity while his peers were selling our hearts down the Hollywood river, and snorting and mainlining the 'profits.'

Thank you. I really believe that music is very important. Most times when I see music shunned I wonder why. Music can get to our very soul. I love Neil Young and his music has done that for me. It pierces and that's a good thing. I don't like music that is superficial though or angry.

Yes the band's name was Generation when we recorded all that stuff.

It is now FAM. In reference to 'family.' I am in the slow process of setting up the new site that will feature all my available stuff. I have graduated from the school of thought that everything has to be 'studio perfect.' Those songs of Generation are probably the last ones I'll ever multi-track. I am now into live recording.

Thanks for the link. I was able to download a number of big and very clear pictures from Heart of Gold yesterday. I haven't heard when it's coming out on a DVD but it will be released in theatres on February 10th. From what I have seen of Demme's work it should be good. Silence of the Lambs convinced me of Demme's ability at catching a character's disposition.

By the way, I know you're not big on the NFL but Denver won last night against New England. New England had the reputation of being a modern day dynasty but our friends in the mile high city are the ones partying today! Hats off to Denver! If they beat the winner of today's Pittsburg/Indy game they will go to the Super Bowl. SAFER actually had a billboard across from the Broncos' stadium and I'm sure SAFER got their money's worth with that one! Talk about traffic!

Thank you. Earth issues have always been important to me. If the earth keeps getting abused how will it sustain us? I find that people particularly those with children or grandchildren that don't pay attention and make it important don't realize what their heirs might be in for. The earth isn't a play toy. We have land that since we bought it back in 79 hasn't ever had any chemicals on it. The grass is rich and thick in the summer and doesn't appear hurt by not having artifical chemicals applied. We can do it if we want too.

I've been looking for news but so far nothing to post. I hope everyone is having a nice weekend. Our spring weather is gone and we have a little snow on the ground but on Tuesday it is suppose to be in the 50s so back to spring again. I'll keep looking for news though.

Keep the "druggies" ignorant and poor.
It's not about punishing students for spending government money on drugs. Many students who were denied had never applied for a government loan before. It's about keeping people, who use drugs, poor and ignorant. Take their money, take their education away, beat them down so they can be used as an example by the government to generate fear of (Non-pharmaceutical) drug use.

So what if poor people take non-pharmaceuticalized non-capitalist approved drugs to help them cope? Let them get an education so they can afford your expensive pills and chemical wizardry for coping, instead. Or are you afraid they will continue using natural herbs and reject your pharma-poisons even though they can afford them? Can't have that money going to the "Naturals" now can we? We all know Cannabis makes you think. THAT, is what they are fighting.

If you change a persons environment from dismal to decent, drug dependencies will fall, replaced with self-esteem. Poverty creates mental illness and drug addiction. So does too much Wealth.

Wage peace on war. END CANNABIS PROHIBITION NOW!
