  Initiative Would Ease Drug Laws

cannabis A proposed initiative would decriminalize marijuana possession in Arizona, have the state try to obtain marijuana for medicinal purposes and make it harder for judges to put nonviolent drug offenders behind bars.

An application for the initiative was filed Friday with the Secretary of State's Office by The People Have Spoken. The proposed measure's provisions include creation of a registry for medical use of marijuana and legalization of possession of limited amounts of the drug for medicinal purposes.

The measure would make possession of marijuana, marijuana plants and marijuana paraphernalia for personal use a non-criminal civil violation punishable by a fine of $250.

In addition, the proposal would expand existing laws that generally bar prison or jail sentences for nonviolent drug offenders.

It would bar judges from including jail time as a probation condition.

To get the new initiative on the November ballot, supporters must submit signatures of 101,762 registered voters by July 4.
