  Afghanistan Remains a Major Drug Trader

justice The Taliban government in Afghanistan has earned tens of millions of dollars from the export of heroin and other narcotics since it proclaimed last year that it was ending opium poppy cultivation, American officials say. Cutting off this important source of revenue is part of the Bush administration's economic campaign against the regime, the officials said.

The Taliban won international acclaim in July 2000 when its leaders banned the growing of opium poppies. Many of the nation's impoverished farmers counted on the harvest to feed their families, and the Taliban used tax proceeds from it to buy arms.

United Nations inspectors who have toured the country say that poppy cultivation has, in fact, been largely eradicated in areas under the Taliban's control, a finding confirmed by American narcotics experts who visited Afghanistan in June.

But the Taliban did not destroy existing stocks of narcotics. A United Nations panel noted in May that Afghan opium poppy production had leaped to 4,600 tons in 1999 from 2,500 tons in 1998, and was 3,100 tons in 2000 before the ban on cultivation, raising the question of whether the Taliban was stocking up.

American experts now aiding the Bush administration's effort to muster an international coalition against terrorism and the Taliban protectors of Osama bin Laden, the prime suspect in the Sept. 11 terror attacks, say that enormous quantities of opium and of heroin itself have been hidden around the country, and have continued to be sold since the ban.

Before declaring an end to poppy cultivation, Afghanistan produced some 75 percent of the world's supply of opium, international narcotics experts said.

"The ban on poppy cultivation has been very effective in Taliban-controlled areas," one American official said. "But we believe the stockpile from last year is still funding the Taliban. Opium and heroin are a major source of the Taliban's income."

The Bush administration would now like to cut off that money.

"We will be using all instruments of our power against them, and one major area is their finances," a senior Defense Department official said. "Drugs are very important to that."

Another senior official familiar with the military planning said that targeting stockpiles of opium, the raw ingredient for heroin, and laboratories was difficult and not a principal aim of the military campaign. But he said that Washington has not ruled out military force.

"It may be one of the hardest things to go after," he said. "It might be more efficient to use law enforcement and other instruments."

In trying to fight Afghanistan's drug trade, the United States might win new cooperation from Iran, Russia and the central Asian states, which face mounting problems with addiction and narcotics crime.

The Taliban have relied on revenues from the drug trade for years and have used the proceeds to buy weapons to fight the Northern Alliance, the rebel group variously estimated to control 5 to 15 percent of Afghanistan's territory.

At first, the Taliban was taxing poppy cultivation and charging fees for narcotics production, American officials say. A United Nations report estimated that the Taliban earned $15 million to $27 million annually from taxes levied on opium production, an estimate that did not include any proceeds from trading drugs. An American official estimated that the total annual revenue was $40 million to $50 million.

Then the Taliban announced an end to opium cultivation. But the narcotics trade flourished as drug traffickers continued to export opium and heroin. "The amount of heroin that has been seized has not changed," Mohammad S. Amirkhizi, a senior official at the United Nations Office of Drug Control and Crime Prevention in Vienna, said in a telephone interview. "The amount of opium seized only shows a 30 percent decrease in Iran and not in other cases. That shows that stocks are still available."

A former American official said intelligence experts have never established a direct link between the trade and Mr. bin Laden. Two senior Congressional aides with access to intelligence reports said Mr. bin Laden does not actually traffic in drugs, but makes money off the heroin trade by hiring out his fighters to guard laboratories and escort drug convoys moving through Iran to Turkey, where often the opium base is processed into heroin.

In recent days, there has been concern that the Taliban may escalate the drug war by increasing the export of drugs and suspending the ban on poppy cultivation. The price of opium within Afghanistan has plummeted, according to the United Nations Office of Drug Control and Crime Prevention, which says the price for a kilo of opium in Afghanistan was $700 on Sept. 11. By Sept. 18, it was $180. By Sept. 24, the price had dropped to $90.

United Nations officials said the price decline may reflect problems in exporting drugs in a region that may soon be ringed with troops and combat aircraft. But another theory is that the price has dropped because the Taliban may end their ban on poppy growth in response to an American military strike or find they cannot enforce the ban as the planting season resumes in a few weeks.

Has anybody else noticed the great makeover Bush has gotten in the last week? We speak fairly eloquently now. we show "passion" when we speak. This idiot is gonna be with us for a LONG time. Batten down the hatches....

Just curious
Since I do'nt hear tat well, I wondered if the radio stations are actually following the order of banning certain songs?? Just wonder if there is a rebel or two among the stations..

My boy says that many of radio stations practice "censoring" on many of the raps and hip-hops..

I do know that Wal-Mart gives do the same thing on the cd's They would call it a cleaned version of music..

Several years ago
...my friend was trying to learn how to post MP3s on the web for downloading,,so I gave him this cassette of some music I composed on my computer.Its this sort of haunting theme that loops/repeats about five times,and he made the MP3 about 10 minutes long,so downloading the entire thing takes a long time,unless you have DSL,or cable modem.The actual length is about 3 minutes,so if you have a slow connection,,it's a waste to download the whole thing.....I had to give the composer a name,,so I decided on something contraversial,,;"Children of The Drugs",,and I named the piece,"Evil Empire".It's a rather sombre,and dark tune,,no lyrics........It has a flavor that really reminds me of the times we are in now.dddd

I think that is the right expression or it's close.

I have been thinking about heroin becoming scarce and the problems it could cause. I am not sure but if heroin is cheap then a person who is addicted could probably afford to get what he or she needs but if the price goes up will theft and violence? They will need more money to get their heroin. I am so glad I am not dependent on any drugs. Cannabis you can live without but heroin would be very hard.

thats' where I wanna go when I die! Maybe there be a resurgence of great songwriting now that were in the 'end times'? Classic Rock or Dinosaur Rock as it is now referred to came from pain and suffering and the knowledge governments were guity of My Lais', Dresdens', Londons',Holocausts', Hiroshimas', and the people were powerless to stop the killing machine until the need to kill was fulfilled. Music is a healer! Just the way we feel now knowing that thousands are about to die in an act of revenge on an unproven target (Bin Laden). Do to him what is being done to Milosovic, or better yet we'll probably leave him alone, like we did with Hussein (and kill thousands of Iraqis or Afghanis' and leave Sadam Hussein and the Taliban in power). Just yesterday it was stated 'we don't want to topple the Taliban. What! If anything, I think the world would consider it the desired outcome regardless. Looks like another straw man setup to me. Come to think of it, didn't the Viet Nam War continue at home against the people who protested the war by eventually locking up 2 million of its own for a healing herb and a pain releiver. Wasn't Beatle John Lennon tracked down and followed by the CIA for his veiws and musical platform against the war. We lived in the 'best of times and the worst of times' as Dickens would say, and I have to admit it's true. The good ole days are back with the good being great and the bad being horrific! I say we move out of this polarized universe are relocate to the uni-verse! Where all is one, all is good and we laugh at our need to have extremes in thought to teach us how NOT to destroy ourselves and our creation. Fortunately that may be happening as some say we're moving into the photon belt for the next 1000 years or so, (this happens every 13,000 years, half way through the 26,000 year cycle of the Kali-yuga, the oldest calendar available through Hindu Astrologers). We'll be bombarded by highly charged neutrinos, which AUTOMATICALLY raises our spiritual conscienceness to THE GOLDEN AGE of Aquarius. Somehow, the sixties must of been a precursor to this time in preparation for what looks like an unlikely but probable way of bringing civil liberties to all of earth inhabitants. Happy New Year: It's 1984

Seventeen years later than expected, 1984 has arrived. In his address to Congress Thursday, George Bush effectively declared permanent war -- war without temporal or geographic limits; war without clear goals; war against a vaguely defined and constantly shifting enemy. Today it's Al-Qaida; tomorrow it may be Afghanistan; next year, it could be Iraq or Cuba or Chechnya. No one who was forced to read 1984 in high school could fail to hear a faint bell tinkling. In George Orwell's dreary classic, the totalitarian state of Oceania is perpetually at war with either Eurasia or Eastasia. Although the enemy changes periodically, the war is permanent; its true purpose is to control dissent and sustain dictatorship by nurturing popular fear and hatred.

The permanent war undergirds every aspect of Big Brother's authoritarian program, excusing censorship, propaganda, secret police, and privation. In other words, it's terribly convenient.

And conveniently terrible. Bush's alarming speech pointed to a shadowy enemy that lurks in more 60 countries, including the US. He announced a policy of using maximum force against any individuals or nations he designates as our enemies, without color of international law, due process, or democratic debate.

He explicitly warned that much of the war will be conducted in secret. He rejected negotiation as a tool of diplomacy. He announced starkly that any country that doesn't knuckle under to US demands will be regarded as an enemy. He heralded the creation of a powerful new cabinet-level police agency called the "Office of Homeland Security." Orwell couldn't have named it better.

By turns folksy ("Ya know what?") and chillingly bellicose ("Either you are with us, or you are with the terrorists"), Bush stepped comfortably into the role of Big Brother, who needs to be loved as well as feared. Meanwhile, his administration acted swiftly to realize the governing principles of Oceania:

WAR IS PEACE. A reckless war that will likely bring about a deadly cycle of retaliation is being sold to us as the means to guarantee our safety. Meanwhile, we've been instructed to accept the permanent war as a fact of daily life. As the inevitable slaughter of innocents unfolds overseas, we are to "live our lives and hug our children."

FREEDOM IS SLAVERY. "Freedom itself is under attack," Bush said, and he's right. Americans are about to lose many of their most cherished liberties in a frenzy of paranoid legislation. The government proposes to tap our phones, read our email and seize our credit card records without court order. It seeks authority to detain and deport immigrants without cause or trial. It proposes to use foreign agents to spy on American citizens. To save freedom, the warmongers intend to destroy it.

IGNORANCE IS STRENGTH. America's "new war" against terrorism will be fought with unprecedented secrecy, including heavy press restrictions not seen for years, the Pentagon has advised. Meanwhile, the sorry history of American imperialism -- collaboration with terrorists, bloody proxy wars against civilians, forcible replacement of democratic governments with corrupt dictatorships -- is strictly off-limits to mainstream media. Lest it weaken our resolve, we are not to be allowed to understand the reasons underlying the horrifying crimes of September 11.

The defining speech of Bush's presidency points toward an Orwellian future of endless war, expedient lies, and ubiquitous social control. But unlike 1984's doomed protagonist, we've still got plenty of space to maneuver and plenty of ways to resist.

It's time to speak and to act. It falls on us now to take to the streets, bearing a clear message for the warmongers: We don't love Big Brother.

New Mexican, it must have been spirituality because I never had the pleasure of trying Cannabis until I was 26. I went to Catholic School and they played this song on our really cool big pretty Jukebox we had in our school cafeteria and they allowed Eve of Destruction but pulled Louie Louie! LOL!

A funny thing happened as I was posting...
the lyrics to 'The Ostrich/ by Steppenwolf at a different post 'Ashcroft Takes Terror Case to Senate', FOM posts the lyrics to 'The Eve of Destruction' while dddd posts the lyrics to ANOTHER favorite of mine: Tales of Brave Ulysses' (first song I would play when I walk in the door from school, even had the pleasure of playing it in my high school garage band along with'In-a-gadda-da-vida', 'Ohio', 'Give Peace a Chance' and yes, you guessed it, 'Do what you like' by Blind Faith' (yes, I was a drummer then, and guitarist now, so I say let's JAM as that is all I did during the Gulf War Fiasco, besides making anti-war posters for the Westwood Protests in L.A.!) It's time for the musicians of the world to speak out against the rush to war and stop the madness before these prophetic songwriters are proven to be just that: prophets! FOM and dddd, your musical tastes are uncannily similar to mine, could it be we have been influenced by the musical gods of our time? Or were we just influenced by the spiritually enlightening effects of 'ganga'? By the way, if anyone likes Cream, Blind Faith, Eric Clapton and Jimmy Page, Led Zeppelin and profoundly inspired rock of the ages, I recommend you listen to the band: Masters of Reality, named after the Black Sabbath album, and you will be happy to hear the 90's version of these great bands and if you're in LA dddd, you may have heard of them although they disbanded I beleive, you can find their cds (2) on Delicious Vinyl, down on Melrose. You will be surprised and no doubt happy, as Ginger Baker even joined the band (after they lost their original awesome drummer and former Dominoes Pizza man) and I even saw him perform with them in 90'. Thats how good they are and check out 'John Brown' these guys were undiscovered monsters of rock without the fame and fortune. Why can't Jack Bruce, Eric Clapton and Ginger Baker reunite one of the greatest bands of all time AND they're all still alive! The "clear channel" banned music thing,,is an absolutely obscene outrage!..clear channels parent company?....Disney/ABC..................I see this absurd ban on certain music,a harbinger of things to come,,,,maybe even sort of a test to get the sheeple softened up to such absurdities...It was presented as if it was some sort of voluntary censorship,out of respect for victims....WHAT A PILE OF CRAP!!!....but it's a good example of monopolization of the "publicly owned" airwaves.

Thanks for vigilantly posting your veiws and feelings about the sad loss of our country to the war pigs of 40-60 years ago. Yes, I too fear for our sanity, freedom and future. The U.S. media is Hitlers dream come true and the longer this goes on, the more I am convinced this was planned long in advance as the election had to be stolen to set up this perfect scenario for martial law, press propaganda and the elimination of our civil rights and civil liberties. Who would believe a government that imprisons the sick and dying for using cannabis to eliminate their suffering? They never really had any credibility in my lifetime and now the curtain has been pulled back to reveal the puppetmasters and their grand design for world domination. If you're reading this from another country, could you please contact the U.N. and notify them of the constitutional crisis in the USA and the lack of any televised oppossition to this madness. The US currently has been overtaken by a coup d'tat of immense porportions and the world watches quietly for fear of the US doing the same thing to their country. I am saddened by the loss of life in NYC and sickened by the realization this couldn't of happened without our G's complicity. Anyone who has faith in bushboy or his croneys have their head in the sand and will be traumatized for life when the realize the crime taking place on the world stage. Don't expect to hear from the consortium of media organizations revealing the truth about the election, though at this time it wouldn't matter anyway to this administration or the sheeple of this country. We are being led to our slaughter as a military response will surely be our demise. We are being tested by a higher power as to how we will respond to this unknown perpetrator of death and destruction. Wanton murder in retaliation against 'suspected' terrorist is no way to end the cycle of violence, and an escalation will surely be the end of humanity as we know it. There will be no happy ending, no parades and only sorrow, pain, and destruction. Continue to speak up now folks as all you will be able to say when you're being judged is...I can't beleive I didn't do enough to stop it, but I felt powerless, hopeless and defeated. I wish I had spoken out, and done SOMETHING to turn the tide away from revenge and hatefulness, to love and forgiveness. Is it not obvious to anyone now that hemp could save, and/or prevent these wars over oil pipeline routes, control of oil supplies and the continuation of policies that lead to the guaranteed destruction of the planet we call our home. What is going on here!
We are not God--the US, that is. We have no right to go into any other country and destroy their agriculture or any forms of natural growing plants. Just because our government wants control over its citizens actions doesn't reflect the world's views. There are those who do know the truth--people can be responsible when using any drug and those who do others need to be punished. You do not punish people for enjoying life.

The government should serve its people, not vice versa. The monster is our government moreso than terrorists. I am serious. I fear being watched and listened to and tracked more than I fear a car bomb.

We need to get this straight. Bush and congress are not GOD. We have rights in this world and we need to rid ourselves of some laws and not create more.

I especially like the Baudelaire......Yes,,the police incident was a discabobulation,and it may have added a bit of spice to my flavor,,,but it wasnt that big of a deal,,the events of the globe are far more disturbing.The cop thing was just a blip in my own personal small world.....My old ass is quite well seasoned to such traumatic incidents,,,I consider such events to be invigorating,and healthy!,,,kinda shakes the dust off the ol' medula.........Cheers....dddd

If I ever doubted that the NY Times was a government-run propaganda rag then I don't doubt it today. This long winded article on the Taliban dope dealers leaves out one piece of information that should have been printed in bold letters in the second paragraph: In the spring of 2001 the U.S. federal government paid the Taliban $43,000,000 for wiping out papaver somniferum - the opium poppy.

Too tough to explain? Might be a little embarrassing to the G? You don't see this information in the news, not even the NY Times. But you footed the bill, you shelled it out. How was that money spent? Don't care?

What else aren't we being told? Reminds me, what about that Pennsylvania black box?

The so-called "drug war" was never a war, and neither is Operation Enduring Freedom.

Wimpy wannabes who never fought in a war like to call their military actions "wars"... it's their way of being able to live with themselves after cowardly avoiding the real wars fought during their youth.

By virtue of its name, "Operation Enduring Freedom", is not a war. Never in the history of human warfare has any nation called their war an "operation". Technically, 'Enduring Freedom', like the "Gulf War", is a Campaign, not a war. And just like "The Drug War", we shouldn't expect much out of wannabes. So far, all we've seen is a lot of blowhard talk... "selling woof tickets" as we called it on the block. The real hope is that all this talk about "building a coalition" will frighten enough of Bin Laden's followers to defect, and thereby leave him armyless long before our Green Berets and Marines land to gain some out-of-country desert training. Have fun, fellas.

The true test of this new "war" will be to see how the Navy handles assignments for women on board ships. During the "Gulf War" twenty-five percent of the women on board ships got pregnant... much to the disappointment of their soon-to-become ex-boyfriends and ex-husbands back home. Even America's last true war in Vietnam, there were as many orgasms enjoyed by American troops as there were Americans coming home in body bags. Indeed, American soldiers in Vietnam produced more babies than in all the wars we fought overseas put together. The dollar/piaster exchange rate may have been 20-to-1, but the birth-to-death rate was 1.4-to-1... and estimated 70,000 Amer-Asians babies were made over our 10-year "war" in Vietnam.

Bin Laden didn't like American troops stationed in his homeland of Saudi Arabia because he feared what our "overpaid, oversexed and over there" GI's would do to his virtuous, circumcised women of Islam. Perhaps if Bin Laden had been smart he would have left well enough alone. Not only will more US troops be parading through Saudi Arabia on their way to Afghanistan, our horny lot of "campaigners" will soon have their pick of Afghan women longing to taste some sincere, manly appreciation after the 10 years of abuse they've been getting from the Taliban control freaks.

But lets not leave out our hometown "warriors", now volunteering in droves for the new Air Marshall program. Our boys in green will have nothing on our boys in badge. Between staring down all Middle Eastern passengers, we also get to join the mile-high club... America has never had a shortage of horny stewardesses and we should not shrink from enjoying that abundance. So when your wife asks why you have to keep flying all over the place, just tell her that you're "doing it" for our country. War can be fun. So, remember... make love, not war.

You always make me smile while you are ranting and rant on! I'm still awake waiting for my husband to get home or I wouldn't be up this late. This is a crazy, new world we live in now. I've thought and thought, as we all have, about this disaster and the amount of lives losts still doesn't register and with almost no bodies being found. It's too much for my mind and many people's mind to comprehend. Our country, in our lifetime, has come under attack so everyone is really freaked out.
